Senior Manager, Indicator Enablement

Save the Children International has an exciting opportunity for a Senior Manager, Indicator Enablement to join our global team.

 

Team and Role Purpose

Across all sectors, AI, Data and Digital are critical enablers that help organisations deliver better quality work, strengthen decision-making, and drive efficiency. This is even more important in the development sector where every dollar must contribute director to improving outcomes for children. Save the Chidlren operates many systems and tools that generate, store and communicate data. Building on this rich data landscape, Digital Programming applies technology for the delivery of programmes for children. Technology may be deployed in the field as part of a program delivery (front office) or form part of the program development cycle (back office), and may include enabling technologies such as connectivity, and infrastructure.

The AI, Data, and Digital function brings these together to ensure a coherent, joined-up approach that maximizes value and strengthens program and operational delivery.

Within this function, the Data Insights team is a core team responsible for building the tools and frameworks that enable strategic management of results across Save the Children. The team manages the global indicator framework (outcome and output indicators that link programmes to our global goals) and the Indicator Library, our enterprise results‑based management tools. These bring together results from 50+ country offices to show progress against strategic priorities and enable country leaders to drive impact for children.

Role purpose

Save the Children measures results for children using a standardised set of global indicators that feed into strategic dashboards used by leaders at every level, connecting project logframes to country and global results. This role sets the vision for how those indicators work, ensures they are practical and usable in the field, and owns the products that house and present them. The person in this role will be the primary product owner for the Indicator Library and will steer feature development and own specific capabilities (such as outcome deep dives) across related products including management tools and dashboards for leaders. Future products, including a Form Library, are also likely to fall within this role’s remit as priorities evolve.

A core part of this role is engaging with Breakthrough leads and senior thematic leaders to build shared understanding of how global indicators contribute to strategic priorities. This requires the gravitas to push back where senior leaders disagree, to broker consensus on measurement standards, and to clearly communicate why standardised, comparable data matters for evidence-based decision-making across the organisation.

The ideal candidate has led teams at the Country Office level in Operations, TE, or MEAL, and understands what it takes to make measurement work in the field. They combine practical, operational instincts with the strategic vision to shape a global framework and the communication skills to demystify complexity for diverse audiences.

Principal Accountabilities

  • Drive the vision for Global Indicators, Save the Children’s global framework for results-based management, ensuring Global Indicators are practical, consistent, and aligned with strategic priorities and sectors standards. Enable data-driven decision-making and rapid response to emerging issues or gaps through proactive oversight and continuous improvement of indicator frameworks
  • Own the Indicator Library and Form Library products end-to-end, and steer feature development across related products that incorporate data from global indicators. Take product ownership of specific future capabilities (e.g., outcome deep dives, summarisation tooling) and future products as they are prioritized
  • Engage with Breakthrough leaders and senior thematic leaders to build consensus on how Global Indicators measure strategic goals. Push back where priorities conflict, broker agreement on measurement standards, and ensure indicators reflect what mattersf or children
  • Work with Global MEAL, Q&I business partners, and Country teams to ensure indicator content and product features/enhancements reflect operational realities and are useful for country offices
  • Lead a team of two (initially), setting clear direction, holding the team accountable for delivery, and creating an environment where people are proactive and propositional
  • Manage the end-to-end lifecycle of global indicators: quality assurance, governance, maintenance of the Global Indicator List and its associated content, and continuous improvement based on user feedback and data
  • Communicate clearly and consistently with stakeholders at all levels, translating complex measurement concepts into practical language and building buy-in for standardised approaches across diverse contexts
  • Define release plans that deliver high business value and ensure operational disruption is mitigated by thorough implementation planning
  • Maintain up-to-date product documentation, user guides, and training materials to support global adoption and ongoing usage
  • Risk and Compliance: Ensure that the Digital Indicator and Form Libraries solution adheres to SCI’s data protection, privacy, and security standards, particularly in managing sensitive beneficiary information. Identify and manage risks associated with the global deployment and operational use of the solution

 

Experience and Skills

Essential

  1. Experience working at a Country Office in a leadership position within Operations, Technical Expertise, or MEAL functions, with a practical understanding of how programmes are managed, measured, and improved in the field
  2. Working knowledge of measurement frameworks, indicator development, or results monitoring at scale. Direct experience with indicator or form library products is welcome but not required. 
  3. Experience driving deployment and adoption of standardized processes, tools, or digital solutions across multiple countries and contexts
  4. Experience working within complex, global, and multicultural organizations, with the ability to navigate and manage diverse stakeholder needs across different regions, including remote collaboration with developers, designers, and country office staff
  5. Demonstrated ability to influence and align senior stakeholders with differing priorities, using strong communication, interpersonal, and negotiation skills to drive consensus on product vision and objectives. A collaborative and proactive personal style, with the ability to influence stakeholders at all levels of seniority and across different functions within the organization
  6. A practical, operational mindset with strategic vision: the ability to set direction for a global framework while ensuring it works for a country office team collecting data in the field

Desirable

  • International development or humanitarian sector knowledge/experience, including familiarity with coordination frameworks (e.g., OCHA, UN cluster system, donor reporting requirements)
  • Second language – French, Spanish or Arabic
  • Good understanding and hands-on experience in working with Scrum teams to deliver iterative improvements
  • Product Owner (Agile) experience (lived or observed, with good understanding of the role) 

 

Education and Qualifications 

Essential

  • Educated to Degree level or equivalent work experience

Desirable

  • Speaks a second language (French, Spanish, Arabic)
